On October 30, 2019 Verkhovna Rada of Ukraine ratified the Protocol amending the Convention between the Government of the Republic of Cyprus and the Government of Ukraine for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income”.

What are the requirements for tax advisers (consultants)?

From the foreign experience:

In Poland, in order to obtain a certificate of a tax consultant it is required to have the higher education in any specialty and 2-years experience working as an assistant of the practicing tax consultant or in the tax service (state service). After passing the qualification exam, the candidate receives the title of tax counsel (tax Advisor).

In the Czech Republic applicant must have a University degree in any speciality (at least the bachelor's degree), but the experience is not required at all. However, the qualification exam shall be passed.

In Germany, the candidate must have higher education in Economics or Law and have 2-3 years of experience as assistant of tax adviser or in tax service. Interestingly that the qualification exam in Germany is very difficult - only 50% of candidates unable to pass it for the first time.

In addition to higher education for starting a career of tax consultant is important to have comprehensive education and personal qualities, and also the desire of humans to develop in this direction. The main requirements in many countries to candidates in tax advisors are:

  1. completed higher economic, legal or technical education;
  2. knowledge of the English language at a level not lower than average;
  3. communication skills and the ability to solve the problem without conflict;
  4. analytical mind;
  5. lack of financial liabilities (unpaid overdue loans);
  6. the absence of records of conviction.
